Rough layers on tall part

I printed a spool holder and I'm quite satisfied with it over all. However, I'm seeing some rough layers, especially at the higher layers as shown in the pictures:

Is this normal? Printer is MK3S, filament is Add:north White PETG, printed at 0.20 layer height with the standard Prusa Quality profile, 2 perimiters, 15% infill. Printing temp is 240 degrees.

Please note that the lighting is particularly unflattering here to show the problem so it doesn't look quite like this in reality.

Print speed might be changing as the part builds; check the slicer preview to see how significant the change is.  Generally, surface roughness changes as a part builds is from part wobble.  I doubt that's happening on your parts because I don't see the effect on the rod, where it'd be worst. 

On the other hand, my calibrated eye ball thinks any top-bottom variation is imaginary: i.e., I really don't see any differences on your part.   I do see some wall variation that looks like positional slop, e.g., belts a tad loose. 

And, fan speed may have an effect: near the bed the fan is funneling air across the bed and the in effect get more cooling than when the extruder is higher up.
