Keeping your filament really dry seems to help with stringing (as well as with the smoothness of the print, inter-layer adhesion, and so on). 

I print PETG with very little stringing using little or no retraction and no Z hop.  If you are concerned with the appearance of the top layer, specify a very tiny Z hop; start from zero and go up in increments of 0.05mm until you get a satisfactory appearance. 

Making non-printing moves fast relative to printing moves helps with stringing.

I agree with retireejay, moisture in the filament does cause stringing to increase with PETG.  Drying it in a dehydrator/filament dryer for a few hours cleans that up so I know when I get stringing, I need to dry the filament as a first corrective step.  PETG is sticky and tends to blob at lower temps so increasing temps can help with sticky/blobby PETG.

Also, there are a few different Prusa Slicer settings for PETG, there is Prusa PET, Prusament PET, generic PET, etc.  Prusament PET defaults are hotter than Prusa PET 240/85 to 250/90 vs 230/85 to 240/90.   And they have changed the defaults over time and seem to have gotten hotter temps, I have an older NGEN profile which is 230/85 first layer and successive layers...

I use an older NGEN profile for new PETG filament testing and have never messed with retractions but have changed filament temps for different brands of filament.  The point is PETG gets stringy and sticky with too low of temps and also if wet, so before messing with retractions, my suggestion would be to dry the filament and increase the temps in small increments.

 

Strange women, laying in ponds, distributing swords, is hardly a basis for a system of governance!
