Printing speed changes during different layer heights.

So when i'm printing the first layers of the part the speed seems high as i have increased it to 150%(M220 S150). This command stays for almost all the layers but i have observed that when i get to 20% percent of the part the speed decreases. I wanted to be sure so i sliced the part and changed to the "speed" section at the bottom left and i saw i was correct. The speed decreases and rises again at about 80%. Why is that happening?

Without your project file to examine anything will be a guess which is why we normally ask people to include their zipped up 3mf project. 

Given that, I’m guessing it’s your filament cooling settings. There’s a slow down in layer time is below XX function.  If the object has smaller layers then print speed is reduced to allow the fan greater time to cool an area.

It seems you are correct. It is the auto cooling function. I don't understand why it decreases print speed but my question is, can you print without the auto cooling function.

Yes you can, just untick it.  However that means the fan will always run at the default speed, so wont change for bridging  etc.  Its better to just change the timing values on the filament profile to suit.  For example my personal normal  filament setting for Slowdown if layer time is below = 5

That way it only slows down when the layer time is very small such as printing a thin cylinder.  Set it to 1 if you really want and it shouldn't slow down except under the most extreme cases.
