Polycaprolactone PCL slicer settings

I'm trying to print polycaprolactone from 3D4Makers, but my prints keep coming out as amorphous blobs.  I tried following this guide, but I'm still having quality issues.  The first couple layers look great, and have excellent adhesion.  Here's a 1cm cube.

I'm currently extruding at 140 °C, with a bed temperature of 35 °C.  The fan is running full power continuously.

Does anyone know of better settings to use?  I'm not really sure what to tweak.

That seems low since I print at 210 for PLA with a bed at 70-80.

Polycaprolactone has a very low melting point, and can extrude between 130 °C and 170 °C.  If it were too cold, it wouldn't extrude at all.

I am sorry.  I misread that as Polycarbonate.
