I was having the same problems printing with PETG and was not having much success with adjusting the Z height or the reducing the print speed on the first layer. I finally had success by changing my bed cleaning procedure.
I just tried this:
My first layer now set down perfectly. The print continues, as I type.

Magic Eraser is a product sold under the "Mr. Clean" brand in the US, but HomeDepot sells a product under the HDX brand as "Easy Eraser". That is the product that I used.

I suspect you can skip one or more of those steps, but glad to hear you found a combination that works. Now you know your Live-Z adjustment is correct. I'd be curious to see if a dunk under the sink with dish soap, followed by a wipe with Windex would do the trick. The Windex actually loosens the hold for PETG, so having a good clean bed beforehand is probably the trick. Have fun with it!

I agree. The other side of my PEI bed experiences the same problem. I will try printing to that again, photograph the result, then, if it still exhibits the same problem, I will run the test of cleaning the bed with dish soap alone and try again.
If that doesn't work, I will add the windex step. If that doesn't work, I will add one of the other steps. I'll post the results.

Admittedly, this is a test of N=1, but looks like dish soap alone works!
I started my test print on the untreated side and it was failing to lay down the first layer as before (see attached photo). I removed the PEI sheet and let it cool. I then cleaned it with soap and water.
I restarted the print and it’s working great!

I was ready to quit when it came to PETG. I have Sunlu PETG and I thought it was junk, but it was just my Prusa i3 MK3 sprinter settings.
Adjustments:
1. cleaned build plate with a Scrub Daddy and liquid hand detergent, then shook dry and wiped dry with toilet paper and 90% isopropyl alcohol
2. Selected generic PETG. Adjusted PrusaSlicer settings for first layer to 228 degrees C and subsequent layers to 245C
3. Set first layer to 0.35mm and subsequent layers to 0.2mm. No variable layers. (first layer was 0.3 I believe)
4. Set first layer speed to 25mm (Was 20mm)
5. Set z offset to 0.15 (was 0)
6. set extrusion multiplier to 0.9 (was 1.0)
7. extrusion width 0.7 across the board (was around 0.4)
8. added a brim 1mm distance from object and 3mm width (was none)
I never, ever would have gotten this to work if it were not for your questions. I went from wanting to throw out the filament spool to loving PETG. Thanks, Martin and everyone who contributed!
