PETG nibs on vertical wall

Hello-

Could you help me work out two issues I’ve been seeing printing the Prusa face shield v3 US version?

The red circles are tiny little nibs that slightly stick out of the wall. Initially I had thought it was something to do with infill areas, but I sat and watched for a bit today and see them showing up in the curved faces of the band.

The blue circle seems to be caused by the hole in the chin piece, but it’s only real bad on the far right hole. The left and middle print with only small defects. 

Atomic Filament PETG (happens with all colors I’ve tried)

245 degree nozzle

85 degree bed

Ive printed about 60 and just sand the band smooth where it touches the persons forehead, but I am curious if there is a way to minimize this.
