PETG bridging, or stringing, or something else?

Hi, wondering if anyone could offer up some suggestions.  Having a hard time getting great prints with PETG, currently using the duramic PETG from amazon.  I started trouble shooting this because at the points in my taller prints where it needs to do a very short bridge, it looks like its causing layer shift or something similar.  I will attach a picture.  I will also attach pictures of the temp tower I've been trying.  The picture with 2 incomplete towers shows on the left a tower before drying, the one on the right is after a day in my food deyhdrator.  I have my first layer dialed in great, its a satin prusa sheet.

I reduced my model to only print the problem area and take a better picture.  Quality is so so, not great but passable until it gets to the bridge area. Then it get stringy, and does some sort of layer shift that causes a little bulge looking thing.

This is the prusa slicer default profile 0.15mm speed using the "generic PETG" filament preset.

the bits which are sagging, are only supported on one side. 
Bridges are supported on two sides.

Is more likely to print properly, the 45 degree sections will self support, and the horizontal section should bridge.
