"Oozing" at top layer(s)

Good afternoon,

does anyone know how to fix the issue shown below? It happends in the corner from where the nozzle moves to a new location (kind of oozing I'd say, like if the temp is too high or nozzles is got too "widened"/used). Also, the surface of this print doesn't look perfect in other areas (similar issue, but caused without nozzle movement, it's more like if the filament is wet).

I'm in particular clueless because I print the same part on 6 identical printers, and two show these signs (one a lot  more than the other). I already swapped out nozzles, did a thermal re-calibration run, changed filament, lowered temp, reduced speed - but the quality by these two printers still doesn't satisfy me in the areas described (I bought both used) and it may sound arrogant, but nothing comes close to the first mk3s+ I build myself. Could that be the effect of not having used thermal paste properly? I have no clue to fix that. Yes, most of the surface can be smoothened when using a knife, but not everything.

PS: The part I'm printing is some kind of large vase, with 2 perimeters of wall thickness, using PETG. The problem appears in the areas, where the upper areas starts to curve at about 45 degree overhang. In general, I also notice the tendency of "filament accumulation" where the nozzle changed location...like this slowly growing tree.....I hope you know what I'm referring two. Both printers with the problem I described also show signs of that.

Try dry fillament
