Issue with Galaxy Black and 0.1mm Layers

I have a huge issue printing 0.1mm layers with the Prusament Galaxy Black, and I'm not sure how I can fix it. The first layer looks great, but after that, the layers look and feel wrong. Almost fiberus and soft to the touch but not smooth like melted plastic. It also seems to do the same to the infill if I let it continue.
Every print has failed at some point, and it seems it just stops extruding.
It is ONLY the Galaxy Black that is doing this at 0.1mm, I've been able to print successfully with another black filament (iPrint3D I believe) at 0.1mm no problem.
The bed is perfectly level to within 0.01mm from the center on all sides (manually levelled) and I have zero issues printing at any other layer height or with other filaments.

Any help would be greatly appreciated!

I think I fixed my issue... Printing a test print now to see

I believe it was a combination of printing infill and solid infill too fast and also possibly a partial blockage. I ran some cleaning filament through the machine and it looks as though I may have been under extruding or there was a partial blockage.

Either way I did a couple test layers to see if it was the speed going from 30mm/s up to 400% (50% a layer). By the time I hit the 400% speed layer it started to look and feel exactly how I was seeing it on my failed prints. Soft but not smooth and very dull compared to the other layers before it.

Thus, I believe the default speek Slic3r PE has for 0.1mm does not work at all for Prusament Galaxy Black.
