i need help! a print is always turning out bad.

i have the I3 mk3 s+ and am printing with Prusament ASA in an enclosure that reaches around 35 degrees C.

i am printing 3 inch tall by 1.2 inch diameter hollow cylinders for homemade sugar rocket motors. as you can see the surface of the cylinders are rough and have rough patches. the rough patches seem to be in a pattern and are in the same place every time i print one. also on the inside there is a lot of stringing. 

i printed these with the standard prusament ASA slicer profile except for it has 100% infill and is concentric infill pattern. 

 

sorry for the order of the pictures, as you can see, my benchy has none of these issues! the bechy is very smooth and has no rough patches, also there is very little stinging. so how can my benchy print out just fine while my cylinders are terrible? i have resliced them and still the same issue.
