How do I NOT print this? (odd artefacts)

Hi, I'm experimenting with some exotic filament (FR PC/ABS) and I have these odd artefacts. It seems there's no material in the nozzle ([email protected]) at each start of the layer, so I tried to disable 'retract on the layer change', and when it had no effect, I tried to disable the retraction all together. Still got the same print, only more strings.:-)

Any ideas what could be the reason?

Maybe temperature is to high? Lot of this stuff is solved by higher fan speed.

OK, I can try to mess with the fan speed, but this is very regular: always at the start of the layer and only there, each time (I have 4 prints by now, changing temp, speed, retraction, all still the same glitch). The rest of the print seems more or less fine, depending on how much I overdo some settings when experimenting.

This is what I get with random seam location, just to show the reason: There is no material in the nozzle at the start of the layer. But why? There is only one option  known to me affecting this and that's retraction on a layer change. What else is could be?
