Horrible print quality within a layer range

I'm including 2 photos of a little dish I am printing. It looks like there is a range of layer heights at which the printer is messing up the print. It's worse on one side than the other. I haven't a clue why this would be and not sure what info to provide that might help people more knowledgeable than I fix the problem.

I can say that the side of the dish is at a 45º angle without supports for the walls (there were supports elsewhere, where the protrusions stick out). The wall is the same angle except for a 6mm section at the top (left in photo) that is perpendicular, Prusament PETG, nozzle ~240.

Any thoughts about the cause and solution to the problem would be appreciated.

The first thought is "cooling" but that may be just the first item on a list of issues. I'd go back to square one and check with a benchie that the printer works as intended. You could look at the layer-dependent fan controls whether anything correlates with the height. And, drying filament is never a bad idea. 

For comparison, two Muesli bowls from my own collection (the yellow one is not postprocessed, the red/black one did see some grinding paper). It's on Core One, ASA and slightly steeper but that should matter only in details.

Make sure the print fan is clean and turning freely, check the fan shroud is correctly aligned and undamaged.

If problems persist save your project as a .3mf file

Files > Save Project as

Zip the .3mf and post it here. It will contain both your part and your settings for us to diagnose.
