Hello prusa community! I'm wondering if anyone has some advice for the small globs and hairs on this print. It was done with PLA at 198C and 50% speed, I've also upped my retraction length to 1.2mm and retraction speed to 55 mm/s after also trying it with the defaults. My filament is also always in a dryer and stays at super low humidity. In the image below, each square is 4mm x 4mm.

to me, it looks like you may have a little over extrusion, 
could you try the same print again, but lower the Flow rate to say 90%, instead of the usual 95%, see if you get any improvement. 

1.5mm retraction is more than you should need with a direct  drive extruder. I only use 0.4mm on PLA and PETG

Okay, I decreased the retraction to 0.4, retraction speed to 55 mm/s and flow to 90%, now its just stringing horribly again. Any advice?

the top surface of the model still seems to have ruts in it, as if the nozzle is pushing filament out of the way, this can be caused by over extrusion, 
and high temperatures. 198C would generally be a relatively low temperature. but I have had one filament that I needed to lower to 170C to eradicate stringing. 

the white on this print was stringing quite badly, this print has been exposed to a hot air blower to try and make the strings less visible, didn't really work... 
reducing the nozzle temperature to 170C caused the low temperature extrusion safety to kick in, so I lowered the low temperature extrusion setting to 140C. and then the filament printed Ok at 170C. 

A lower temperature may make the filament less 'liquid' and reduce both the apparent over extrusion, and the stringing at the same time...
