First Layer Problems

I recently changed my nozzle, and decided to print some parts for the enclosure with PETG on the textured sheet.  I am currently trying to print the left side sheet holder and I am having trouble with the first layer, and printing this part in general.  In the pictures below, I am having this adhesion issue with the first layer.  These wrinkles form for some reason.  Then the second layer is having flow? issues as well, so I stopped the print.  What do you think the issue is?  I have already tried cleaning it with alcohol, and I am still having issues.

Print settings: 0.30mm Draft, 15% infill. default Prusa PETG settings 

Current Belt tensions: X:263, Y:276

Current Z: -1.957

Your first layer 'Z' is a fraction too low but it should print OK even if that face is not perfect.  If you have been tweaking the extrusion multiplier, reset it.

Scrub your print-sheet with dishwashing detergent and HOT water.
