First Layer Jagged in X and Y axes

My class is printing lithophanes and using Cura to convert the images for our Prusa i3's to print. We do a height of 1, first layer height 0.1, and print it at 0.1 layer height. One printer is smooth and the other one has extremely jagged layer edges like this. I normally use PrusaSlicer, but have swapped to Cura for the lithophane feature.

Here is what I have checked:

  • Nozzle is clean
  • z-height is adjusted (both ways) with no change. 
  • X and Y axis steppers appear to be moving smoothly.
  • Other printer is printing with exact same Cura settings, but first layer is smooth.

I believe it is affecting the clarity of the lithophanes. Any thoughts on smoothing this out?

I believe the  Live Z value is too large a negative number which causes ripples. 
You can adjust live Z whilst a print is running, so I suggest that you re start the above print, and begin reducing the size of the liveZ negative number until the print surface goes smooth.
