1st Layer: Smooth Here, Rough There (?)

For the past several weeks I have noticed that my 1st layer is no longer silky smooth. It is in places but in other areas it's not. Here is a close-up of a smooth area:

It's not perfect but at least it looks smooth from a distance. And this next photo is from the same part about an inch away from the 1st picture:

It is noticeably rough at a distance. Looks like it's extruding more in one direction than it is in the other. I've adjusted the Z but that only makes matters worse. I think right now I have about the best compromise.

I'm wondering if I have flexed the steel sheet so hard so many times that I've warped it, making it closer to the nozzle in some places and farther away in others. Looking at the steel sheet on edge it's really hard to tell if it's warped. I think it is a little bit but I'm not confident about that. Anyway I thought that the surface calibration would compensate for warpage.

Has anyone seen this before and what did you do to fix it? And prevent it from recurring?

Based on it being a progressive issue, getting worse over time. Perhaps belt tension. It's allowing for nozzle placement variation - aka - slop. Or bearings (mine were shot pretty quickly).
