wierd blobs on the outside of curve

Dear all
I am trying to print ABS from an SD card and getting this weird printing anomaly show in the attachment, anyone seen this kind of distortion ? The inside suface prints perfectly, however the outside has a unwanted stipled look.
The green part printed first, any ideas on what could be causing this ? 
thank you in advance for any help with diagnosing this cause

To add more information:
The printer starts printing the circle in the area where the distortion occurs, sometimes there is minor pause and on other occasions there is a significant pause and the extruder lifts up and then comes back down to continue printing

questions

Where did you get the file? You created the object, or you downloaded it? If you downloaded stl file, did you used default settings in Prusa slicer? Does that also happen if you print simple cylinder from Prusa slicer, or does that happen only with this object?

Where did you get the .GCODE file? Was it made for your printer?

Not enough information to begin any meaningful diagnostic.  Slice your file, then save it in prusa slicer after you have sliced it (file/save project) - then zip that resulting project (.3mf) file and upload it here with the add file button that is below the text entry box.
