Supports being generated in the air

slic3r version 1.41.3

Supports are being generated in the air above the surface of the object. How do I get these supports to go all the way down? I haven't seen this before. Tried 1.41.2 and also tried auto generated supports and support enforcers, all have the same support issue.

Supports have a setting for distance between the part and the support. Usually 0.1 mm. You can set it low, e.g., 0.01mm or even 0mm, but you're probably not going to like the result.

In practice, when a support is built on top of part layers, I believe the extrusion just falls and makes contact with the surface of the part; sometimes a poor contact and the support is fragile to the point of coming loose with the next layer; and sometimes good contact and removal becomes challenging.

Then what might a solution to situations be where you have steep overhangs or areas that would otherwise have to print floating be?
