Strange surface pattern since MK3 R3 upgrade

I upgraded my MK3 to the new R3 extruder design. At the same time, I replaced the hotend fan with a higher power version (Sunon), and put a new PTFE tube in the hotend. I am now getting the surface pattern shown in the video. I am interested if people have any ideas what might be causing this.

Here is a video where I tilt the part in the light so that you can see the pattern clearly. It is quite pronounced, and much worse than any surface defect I've observed before with this printer.

Sorry, I should have been more specific. I printed teh e-corr tower, and the banding never goes away (the nature of it does change somewhat). Prior to the R3 upgrade, the e-corr tower showed greatly reduced banding around 1.08 - don't see that here. Also, the surface artifact I see here is different - more of a diagonal checkerboard pattern than the diagonal lines.
