Strange PETG Overhang/Ugliness

Hey everyone! 
I'm usually on the reddit but for some reason it's acting up and my browser keeps just blacking out when i open up r/prusa3d.  
I've come to notice there is some pretty bad overhangs, bridges, and corners.

So i've printed two temp towers, one with my Mk3S+ and one with my MINI+.

Both my Mini and MK3S+ have E3D Revo Micro and E3D Revo Six.

I've tried with both the stock duct, and i tried with the a Delta-P Duct because i thought, hey it might be cooling?

On the left are pics of the MINI temp tower, and on the right are the MK3S temp tower.

I can't figure out what could be causing these odd corners, bridges and overhangs.   I've tried slowing it down.  Increased cooling speeds.  

Sharp Angles look chamfered

I have yet to do E-Steps (can we do those on Prusas?, and will that even fix this issue?).

I feel like my Z-Height is perfect, I can't think what else i can do.. 

Any info or suggestions would be greaaatly appreciated!!

(the images where you can see the temp degree number is the MINI Prints, the one without the temp labels is the Mk3S+
