Random Layer Shifting at Different Heights

I'm at a bit of a loss here for what to do. Across different prints and at differing heights, I have been having issues with layer shifting. I have checked all of the grub screws to see if there is shifting on the pulley itself, I have checked belt tensions, I have re-tightened all bolts on frame, I have checked for proper lubrication, I have tried different speeds and schematic setups, I have re-calibrated multiple times, I checked all cable connections, I clean the extruder before each print, I even tried turning it off and back on to no avail. If anyone has any other suggestions or could explain to me how to have a decent conversation with my printer to understand why it feels like it should behave this way, would be much appreciated.

If you're running firmware 3.8.1, try disabling the filament sensor. There's a big that can cause layer shifts. Upgrade to 3.9.
