Print quality

Hello. I'm printing this model for a project for a friend. I am using Printed Solid Jesse PETG. I will attach the 3mf file along with some pictures. I know white is not a very forgiving color to print with. I am using the stock Prusament PETG settings. I tried doing a pid tune but I am still getting temp variation. Won't let me post 3mf.

This looks like a combination of slightly damp filament and irregular axis movement.

Dry your filament - if this doesn't fix the issue then, for both X and Y axes:

With the power off, move the axis by hand; is is smooth? Does the resistance stay the same over the whole range?

Clean and lubricate the smooth rods, check they are not damaged/scratched. Check the idler pulley is not clogged, out of line, or damaged (loosen the belt and try turning it with your fingertip, is it smooth?)

With the belt loose try turning the stepper motor by hand; is it smooth?

Retighten the belt until it just begins to make a low musical note when plucked...

It MUST be printed in Prusament PETG or the spring tension will be wrong.

I checked all the belts, bearing. Checked for loose bolts. I think the problem is that I'm getting around a 5c temp fluctuation. Not sure if it might be the Noctua hotend cooling  fan. I did order a Sunlu fan from Filistruder site. Could a weak fan cause this. Tried to pid tune several times. No change.
