Help! Y axis problem - resistance every 5 inches if I move bed back/forth

My Y axis is binding up.. here is symptom.. I removed the bottom Y belt and I can move the bed smoothly.. But if I connect belt up, I get resistance every 4-5 inches.. which I think represents the shaft turn in the Y stepper motor.. I'm wondering what type of problem I'm having.. Is this a symptom of Y stepper motor failure?  

I was getting some Y crashes and noticed this issue..  I removed the pulley at the LCD end and removed the belt from the Y motor pulley.. turned the pulley by hand.. but could feel no problem.. But when I re-attach belt to pulley and put some tension on it and move bed, I feel that odd resistance every 5 inches or so.. Nothing binding I can see.. 

Anyone experienced this?

My issue.. I adjusted pulley last night too close to motor and pulley was binding on motor body
