Heatbed Temperature

Hello,

Using a certified surface temperature gauge I am seeing a range of temperatures on the surface of my MK3S+ w/original steel sheet of between 125-134 F after preheating.  The front panel indicates my settings of 215F and displays the warm-up to 215F  (actually slightly above that and then it returns to).  I do experience larger prints lifting in the left-rear quadrant which reads towards the 125F side of things.  For the most part smaller prints are fine otherwise. 

1. Is this temperature deviation normal? 

2. Should I compensate in my settings to achieve the surface temps indicated by my filament (i.e. 215)?

OK, answering part of my own question...I mistakenly reversed heatbed and nozzle temps in my mind.  So the 215 is nozzle temp, not heatbed.  Heatbed is set to 60C and my readings are very close to that which is good but the deviance question remains (#1 above).  Is there a way to stabilize the temperature more evenly across the heatbed?
