Faulty cartridge?

I've had hotend thermal runaway errors before that ended up being faulty thermistors, but this one is slightly different so I'm thinking (and hoping) it's a dodgy cartridge this time around.

Essentially, when the print gets to infill at 80-85 mm/s, the hotend temperature starts dropping. Slowly. On the perimeters it increases slightly again but drops on the infill. Live adjusting the speed helps a little at first but then at the next infill stage, the temperature drop is worse. Thermistor faults are characterised by rapid fluctuations in temperature readings but this seems like it just can't keep up, so I'm hoping it's the cartridge and not something more serious like a power supply issue. Cartridges just don't seem like something that could go wrong very often.

I have a duplicate setup printing exactly the same thing with no issues.

I had the exact same issue and it turned out to be a weak heater (aka cartridge?). I went around and round with support and they wouldn't accept that it was the heater so I just bought the $12 part and fixed it.
