Brand New Print Fan Still Very Loud

I've had my mk3s+ for about 18 months now and everything's been going mostly fine, but recently the print fan starting being very loud. I have encountered this before, the previous problem being that the bearings were a bit dry and scratching, so I oiled them up and that fixed the issue for a while, but it came back up again recently and after failing to remedy it with the lubricant again I figured maybe a bearing ball had popped out and so I just replaced the print fan. The new one does not make the same scratching sound but it is VERY LOUD. Assuming the part isn't defective this must either be a problem with my software, which isn't fully updated or maybe an issue with the printer. I doubt it has to do with fan speed settings because I am testing it on the stock prints on the SD card which I know did not pose this fan problem before. Here is a quick video demonstrating the issue. My printer is in a lack enclosure on top of two thin foam sheets for noise reduction. The audio on the video may need to be adjusted to hear the fun, but it is very clear it is far louder than anything else moving. Sorry if this is a duplicate post, I was unable to find anything relating to my problem that's solution wasn't just to oil the bearings or replace the unit. Thanks for any and all help in advance.
