I just want to make sure that this black gunk is not supposed to be here.

No, it's not. You likely have the nozzle insufficiently tightened against the heatbreak and filament is leaking out the top. Read the E3D hotend assembly guide for details on the proper procedure.

Thank you. Mine came pre-assembled and been printing fine for months;  just today had a clog. Trying to get to the bottom of it and fix.

Keep an eye on it. If it's not increasing, I wouldn't worry too much about it.
