Default speed on first layer (30mm) ok when creating perimeters with holes?

I was designing a part where a hole was quite close to the outer perimeters, like here:

I noticed that the default prusa PLA Profile for 0.2 layer height has a first layer speed of 30mm. However when I print this, the print speed is so fast that the perimeters tend to not stick to the bed (cleaned with IPA). The perimeters of the hole lift of etc.

I've tuned my Z adjust on sample prints and I think it is quite optimal and produces good results in other situations.

Does this look like a modelling or slicing/setting issue? E.g it has 4 perimeters to increase strength etc.

I have slowed my first layer speeds to 50% of normal speed. It just *is* more reliable, especially on default support material where it's running individual parallel lines over the bed.

I am actually running 30% for my PETG first layers these days to ensure perfect first layer adhesion without squishing it in too much as I had in the past. I figure the extra minute it takes for that first layer well pays for itself in a nice finished print. In my case, if the first layer is golden, the print follows suit and speed afterward is not an issue.

When I use 40% or something, the tool tip states it takes the speed from "default speed".
Which field is the default speed?
Is it Travel? Is it Infill speed? Max speed?

All of the ones listed in "Speed for print moves" will be run at that %, although some of them may make no sense for layer 1 (such as Bridges)

If you want the same speed for all of layer 1, don't use a percentage, use an explicit value for mm/s

I find the default first layer speed can often be too fast.
My first layer speed changes with the material and the print. A design with holes or close tight curves it's easy to end up dragging the filament around or put down an ugly perimeter.
