What kind of Printing Failure is this

Printed in PETG, standard Settings... 

I assume, this is the starting/ending point on each layer... 

How can I get rid of it. And if not, is there a way to turn them sowhere else?

That's the seam where the device steps up to the next layer.

If your model will work with vase mode, it will eliminate it.

Otherwise, you can set the seam position in the slicer print settings.
