Shifting layers randomly and stringing

Printed off a few things but a lot of models have random shifting layers. I've had a few modesl come out near perfect but most have a layer that shifts and it always hap pens in random places.

Here are two Mews that I printed, both with same settings in slic3r, generic PLA.

Mew 1 .20mm layers, first layer 215 degrees, rest 210 degrees. Lowered external perimeter speed from 35mm/s to 30mm/s.
I believe both had 3 vertical shell perimeters, 7 Top, 5 bottom. (This model also had stringing but I removed it before the photo)

Mew 2 I thought the table the printer was on might have been causing rocking so I set it on the floor and got a little bit better results.

I also printed this bar for a spool holder I need to make, but that came out pretty well.

Any advice is greatly appreciated!

Also noticing that the layers only seem to shift on the Y axis. The bar I printed did very little moving on the Y axis and came out almost perfect. But a lot of pokemon that I tried printing that have more Y movements have the layers shifted front to back, none of them are ever shifted left to right.

I've also been experiencing small layer shifts during printing, since 3.2.1 upgrade I think. Very minor, maybe 1--2mm, in the X axis. This was printed in Vase mode, Prusa translucent blue PETG, 0.2mm layer height. I believe that there was a crash detection event (though I can't figure out what caused the crash) at this moment as well.

I think this shift is smaller than a whole belt tooth, and my belts are pretty well-tensioned anyway. Thoughts?

Tried printing again with same print settings but slowed everything down to 60% and have the spool not attached to the printer.
The shifts all happen on the Y axis, the shifts that are circled with arrows pointing to others are even horizontally with each other.
Once the print goes above the feet the likely hood of shifts seems to decrease with the most shifts happenning when the extruder has to move from tail to body to feet.

Belt status X:263 Y:264 Anyone have advice on how to resolve this? I'm stuck with low quality prints as of now ):

if belts have proper tension then I would check Y-motor pulley. Confirm that one of the screws is facing directly against the pad (flat part) on the shaft and both screws are properly secured.
