Severe Y-Axis Skipping/Shiftin

So after doing a few calibration cubes, first layer calibs, and a few other tests. Which all turned out relatively okay, a few comments were to make sure my belts are tight enough which I did. I decided to start printing some enclosure parts so I could get my printer off my kitchen counter. And I noticed some pretty extreme and frequent y-axis skipping or layer moving. My a-axis printed well in mine and my friends opinion (Hes more experienced than I am here). My Y-Axis belt is more than tight enough. Could it be too tight? Pictures posted below.

Also have inside the circle parts, it seemed like the printer just printed in the wrong area completely sometimes? As thats not stringing but whole lines of PLA.

Using Silver Prusa PLA

Here were the print settings:

Based off the Base MK3 in Prusa Slic3r

.15 Layer height

First layer .2

Infill 20% (grid)

No support (wasn't needed)

Speed

(Perimeters 30)

Infill (100)

Gap fill (30)

TRavel (200)

First Layer Speed (20)

Max Print Speed (100)

Temp 215

Bed 60

Let me know if you want/need other settings

Dear god please help, the bed moves smoothly everything is tightened, belt tensions are y - 245 x- 270. The prints smooth out and look fine at much slower speeds, but I should be able to print at the default Prusa Slic3r settings which is practically what I used here.

I have some of this iisue before last update, have you this one week old fw update?
Few ideas:
Belts can be tighten too much.
Printer can be on unstable or straight surface (use water-leveling)

Try to change this and if layer shifting occures try to make a video.

SW: Freecad 0.18; Slicer PE And still generating more troubles than whole forum together.
