second layer disintegration

Having gotten my MK3 running well enough to print lots of smaller nice things, I went right on ahead and tried the huge part of a 3D scanner project, and while the first layer went down well enough to allow print to proceed, the second layer was an apocalyptic failure! Any ideas?

Slowing the 2nd layer down via 'tune/speed' in control panel reveals something is preventing this particular 2nd layer to print at full speed ('0.2mm FAST MK3' newest version). In this case, 50% appears to produce acceptable results and 45% appears to be the lowest practical speed.

Does this 'tune/speed' option correspond to the Slic3r setting called 'Autospeed/Max Print Speed'? If so, given that the FAST MK3 profile has that set to 200mm/s, would the 50% 'tune' equate simply to changing this Slic3r setting to 100mm/s?

Also, is there something I should be concerned about in having to reduce speed to 50% for this print? I don't recall seeing this artifacting before.

The problem was I had reduced my extrusion temperatures too low, so I guess this affected extrusion adversely. Restoring temperatures to Prusa default corrected this and a few other problems. Instead of lowering temperatures to increase adhesion, I now clean the bed with soap. True story.
