I printed a 1 inch round cylinder is has small flats all around the outside diameter is this normal ?

Can you post a picture? Did you create (slice) the gcode file yourself?

You can definitely get better results than that:
Your source STL file is the likely cause. Shapes are made up of triangles, and it looks like your source STL file was created with low resolution. Did you create the STL yourself, or download it from a site like Thingiverse?

I drew it in tinkercad then downloaded it and ran it through prusacontrol

I get the same effect using TurboCAD. It has an option to specify the number of facets in a round 3D object. For some reason, the default is 14 facets. I usually increase it to around 30 for small objects and up to the max setting for big objects.

it can happen if the resolution of the STL is set too low. If you have the option to change the detail level or resolution or quality of the STL export, then set it to fine/high/precise or whatever it's labelled as.
I use Onshape for personal projects and Solidworks at the office.

OpenSCAD does this too. $fn controls how many facets to use when approximating circles..

That's likely the problem. Tinkercad's Basic Cylinder is actually a 20 sided (default) polygon. Increasing that to the maximum of 64 is about the best you can do in Tinkercad (that I'm aware of), but usually enough. If not, try another shape or another 3D modeler. 😀
