Power Up Failed - Sort of

I just finished assemble of my MK3S.  Turning on the PSU Power Switch, the switch is not lit, but the green LED is on and there is 23+ VDC on the first two PSU outputs. These can be turned off by the power switch, so it is working and I have power.  The LCD is not lit at all and there is no other apparent life in the printer.  I have checked the connections including the two ribbon cable connections and they are correct, One Stripe is on the right side and Two Stripes is on the left.  What should I check next?

Are you sure you have the cables in the correct sockets?

Is this genuine Prusa,

Some Screens have the plastic shields on upside down and the key slot is on the wrong side

Do you get a 1 second burst from one of the fans on power up?

Cheerio.

No, there is a red led glow at the rear of the Pinda sensor but no fan or motor activity at all.  I am going to recheck the position of the ribbon cables again but am pretty sure they are in the right place.  I do have a 4 channel scope here as well as meters and I2C analyzers so if I knew where to look, I could do more.
