PETG issues

So I dried the spool over night in a dehydrator at 63 c and I've used this exact spool of filament off and on for about 6 months and it's not bad, not the best, but not bad and the last time I used it was about 2 weeks ago and was stored in a bag with desiccant in a water tight container with more desiccant at the bottom of the container. I'm not using any different settings than I've ever used for it and it's coming out like crap, it doesn't want to stick to the build surface no matter what I clean it with and I've tried the smooth pei sheet and I've tried my textured build plate from tthheekkiinngg, which so far I've had zero issues with and I've only had it for 3 weeks now. When I did the first layer calibration trying to trouble shoot it, it seemed like it was having intermittent under extrusion until it got to the end where it makes the solid rectangle, that part came out great. I tried a cold pulling it and cleaning the nozzle with the appropriate sized drill supplied in an aftermarket 3d printer maintenance kit to no avail. What else could it be?

You could have a partial clog.

Do a few cold puls, or even faster change nozzle.

Try different filament pla etc.

Clean bed with dish soap, and make your first layer 100% correct, these2 settings make it stick better.

Check the extruder spring? make it hold stronger.

Check inside the extruder , if the the gears , that hold on to the filament, if it is loose.(on 1 side).
