Lines out of place in first print
I have just completed the printer and after getting the Z height correct I now have lines in the print that are not sticking to the other lines. I am thinking it is with my belts being either too loose or to tight.
Please take a look at the picture and see if there is anything you can point me in the right direction.

Sounds like it could but you nozzel Z height if your lines aren't getting squished together. If the lines aren't aligned the that could be the pulley is slipping to belts are lose. There's two grub screws on the pulley...make sure these are tight and one of the is tightened on the flat part of the motor axle.
It's hard to tell in the picture though.

Are the letters printed shifted or are they shifted because they're entirely loose?

The letters seem stuck on the piece. There are just the outside shell lines are not stuck to the rest of the letters and are loose on the print.

That's a curious piece. The 'A' is fine, but the 'R' is off. That means the printer couldn't have slipped by a step or by a tooth. I'd be betting on a loose X motor pulley worm screw, like you didn't tighten it on the flat, but on the round part of the axle and then it slipped and is wiggling back and forth on the flat part as the X carriage moves.

Looks like more than one issue. Serious under extrusion (probably a slipping extruder gear); a bed mesh issue (one side of the print looks almost okay, the other, not so much); and axis slip (drive gear slipping).
Set screws for the gear must be tightened properly using FLAT FIRST. Loosen set screws (both on belt drives) so the gear freely rotates on the shaft. Align one set screw to the middle of the flat on the motor shaft. Tighten while making sure the screw is perpendicular to the shaft and fully contacting it (the end of the screw is flat). Once the screw is fully against the shaft, tighten to spec. Now, tighten the jam set screw. Never go back to tighten the flat set screw unless you loosen the jam screw first.
Once the drive gears are fixed, try another print, and post a photo of the top and bottom of the part.
ps: a quick tip: never touch the bed surface with your fingers or hands: fingerprint oils prevent PLA from sticking to the bed.

Thank you all for the help. It was the set screws for the y axis.
