Inconsistent Layers

Inconsistent Layers

I would call it layer shifting but in my case the print anomaly exists right around the object and not just in the x or y direction. I have checked the usual suspects such as the grubs screws and belt tension.

Any suggestions would be appreciated.

Looks to me as if the fillament is "cupcaking" over the previous layer.
Could be issues in Z guidance/screw-threads, is it on the same height with every print?
Could be issues with temperature/fan speed but that is unlikely to be as uniform as in the picutre.

I’m getting this same thing on my new Mini. The imperfections are always at the same Z height regardless of what I’m printing. Did you find any solutions?

These seem to be similar to known issues slicing with Slic3r/Plicer. Try slowing down the print speed, a lot. On enable Thin Wall detection.

The artifacts tend to occur when internal geometry changes, and layer print times change by a large percentage. I've also turn down the cooling criteria so the printer prints at roughly the same speed regardless of layer times - but this is probably not recommended for all case.
