Extrusion multiplier vs Flow...... my question

Hi all

I have used almost the same subject as an answer I found from 2018. I thought a fresh send might get a reply as the 2018 one is likely "unsubscribed" by now but that a search for the subject might also help others.....it was a really good "conversation" and I would recommend it to others. I just had a supplementary query.

In 2018 the answer to why the extruder flow defaults to 95% is that it was a workaround pre-set for layers under and over a set height. My question/confusion is that I found the extrusion limited to 95% at the printer despite the multiplier pre-set for the Slic3r being set at 1 (100%). On further inspection I found the Gcode for the models I sliced also had M221 S{if layer_height<0.075}100{else}95{endif}  (S defaults to 95 I suspect as the first layer on Z calibration is likely to be way less than 0.075) inserted as start code. 

I only found this when the presets for Prusamet PTEG were giving me terrible first layers (oddly enough only the first layers all the rest were spot on). When printing and able to access "Tune" I set the flow to 100% and the issue went away.

I am not a coder but I do have that most dangerous of things....a little knowledge. If I simply REM out the M221 command in the start Gcode will that cause problems?

p.s. it also brings into question how changing the multiplier down for PLA Galaxy Silver setting worked in getting me the 0.1 tolerance test to work.....although that may be because the pinch point is much higher up in that model and the flow could have gone back to what was requested.
