Bad Top Layer Finish?

Quick rundown, first printer(assembled MK3 with powder coated PEI sheet), using latest Slic3r with default settings, printed with Prusament Galaxy Black PLA with Slic3r default PLA settings.

The issue, or what I think the issue is, is the top layer surface finish has a very matte look to it compared to looking at the side layers or the first layer printed on the bed. I think it should have a more glossy finish to it, but I could be wrong?

Again I would like to iterate that this is my first printer and I have no idea what I am doing. Any and all help will be greatly appreciated.

mostly normal. speed and temperature can have some interesting effects on glossiness with some filaments.

I agree what you are seeing is normal for top layer. Top's appearance is determined by the nozzle tooling the top layer. Whereas the bottom's appearance is determined by the bed surface.

You can get a glossier top layer finish with PETG if you slice with a lower top solid infill speed.
You set that in Slic3r
Print Settings / Speed / Top Solid Infill

I get good results around 20 mm/sec

You'll need to reslice and export g-code with your altered print settings.
