Bad Top Layer - Benchy vs Part

Encountered roughness on the last layer on the MK3s. I downloaded the model and scaled it up before printing in Prusa Slicer.

I printed a Benchy which seems to indicate that the printer is fine - other than some over extrusion on the bottom.

Any ideas on testing or diagnosing this problem?
