What's Causing This Issue?

The main reason I am assuming is the stringing, so I increased the retraction amount from 2mm to 3mm and although it improved, the result was pretty much the same. The tall column supposed to be a smooth surface, but it looks like the things are shifting, is the only cause stringing or something else?

It is not retraction. Very hard to be sure because your picture does not show the whole model.

The issue may be that the part is small, so the printer is placing gooey plastic on top of gooey plastic (because there is not time for it to cool before the next layer. Assuming you are using Slic3r, there is a setting: Filament Setting -> Cooling -> Slow down if layer print time is below. Make this a smaller number, and decrease the minimum print speed a bit.

If not that, then I would guess maybe too high a temperature.

To help diagnose, we need to know more about which slicer you are using, the settings, the filament type, and a better photo.

Thank you, the reason I didn't wanna include the rest of the model is because it's perfect. The only issue is this thin column. As you said it's really thin so the issue then is most likely the cooling, I will give it a shot. I am using the slic3r prusa version, and the image below shows the retraction settings I've used for my first print on this.
