Printing Flaws
I've had this reoccurring issue with prints. Its effected prints with different filament and different slicer settings so I don't believe it's those. It started occuring when I moved my printer from my unheated workshop to my basement. A lot of prints lately have been round and it only effects (10° when looking down the z axis) of the print. When it's printing it looks like the print head bumps or moves at that point in the circle. I'm at a loss for what it could be. Any suggestions would be appreciated.

After reading more I am convinced that these are the "seams" for the perimeter. I really notice it on round prints the most. When I switched to the newest version on slicr it also seemed to get worse. Is there a retraction setting that might have been changed in the new versions material profiles? Do I need to increase the retraction amount? How much?
Any insight as to a solution would be greatly appreciated.

Try setting the seam position to aligned in the print settings screen. At least you won't have random dots everywhere but you will get a seam all the way down from top to bottom in one place.

Check out this really useful tutorial on how to fix many common print errors. It is written for a different slicer, but the settings and concepts it talks about should be valid for Slic3R as well.

Sometimes printing 5-10°C cooler has helped me in the past as well, especially on small parts / areas where there is not enough time to cool down.
