Hotend fan only turns on for self test also clogged extruder

We have been printing several architectural models over the past few weeks with no issues. Then last night, chaos the filament ended up all over the printer and model like a huge pile of hay.
We are unable to load the PLA into the extruder and the fan inthe front does not spin when above 50c.
The fan runs when going through the self test menu but it seems like the fan doesn't know how hot the extruder is. The LCD reads accurate temp on both the nozzle and bed.
I'm wondering if the thermstior quit and the fan shut off then the extruder slowly became too hot and the PLA melted to high inside the extruder, then when everything cooled off it hardened.
How do I test the thermistor?
We're going to heat the extruder with a torch to clean it out but I'm still worried about the fan.
HELP!!!!

The fan in the front is the part cooling fan.

The fan on the side is the hot end fan, which should run above 50 C (or what the threshold is). Does it run? If yes, you are fine and just need to free your hotend

Yes, the left hand fan runs at 50c+. I was able to free the hotend and reassemble. The slelftest was successful. When does the front fan turn on? Or supposed to turn on. I never payed too much attention to it before.

The front fan is controlled by the slicer. For PLA. It typically turns on after the first layer.
For ABs the fan 8s not usually used.
Last time i used PETG. The fan turned on at layer 4

Other filaments may have different requirements.
