First few layers Major Issue

I set up the printer and did all the the suggested calibrations from the book. Everything comes back as ok. I have measured the print head and it is the correct distance from the heat bead. It is square, and level. I am using the PLA provided and the PLA setting on the machine. However, nothing is printing right. The issue is the first three layers. If I can baby it till then and get it past the first 3 layers it works perfectly fine. However until that point it seriously struggles. The PLA is not sticking to the heat bed properly and ends up in the wrong place or sticking up. I have tried everything to correct it including have changing the heat bed to 62, slowing the print speed, adjusting the z, changing to silent mode and much more. I have spent a large amount of time on forms all over the internet trying to figure out how to correct it or what could be wrong. I have re calibrating the machine numerous times to see if it would help. I have tried re positioning the sensor. I have tried both with and without glue even though forms say you are not supposed to need it for PLA. Nothing works. I have not had a single print work correctly and have already used a large chunk or the supplied PLA. What could possible be wrong. The bed is being cleaned as suggested in the video with isopropyl alcohol after every use. I have tried cleaning with Windex instead and wiping down with a microfiber towel (suggested on a form somewhere). Current cleaning method is Windex and isopropyl alcohol sometimes followed by wiping with a microfiber cloth. Why is my printer not working?

Picture attached was a test with squares a many places. It keeps messing up and dragging the lines where it did not belong.
Bed was tested with a level and is perfectly level

Try these, and report back to us with the results. If that does not help, please comment back here and we can see what we can figure out.
