Using a wipe perimeter/tower with manual filament changes?

Is there a way to have Slic3r use a wipe tower without MMU or otherwise do a purge before continuing when using a manual filament change? I have a few parts where I do manual color changes. These tend to be low in height so I was using just a skirt though last night the skirt decided to try and be free and came off the bed almost ruining my print.

That made me think perhaps I need something better. On a color change, I do grab the poop tower it makes with pliers but it still causes a bit of stringing that I think would be easily fixed with just a short wipe.

Thoughts/suggestions?

I have never been able to do manual filament change AND have a purge block. at least with a mk3.

whenever I get a purge block to show up, it wont change filaments. so manual it is. is a shame, if manual filament changes could wipe it could make some great looking stuff. but without the wipe. it's gonna be abit blobby.

I have a Prusa,therefore I research.
