Top layer printing - whipping \ pillowing not sure what it is called

Having issues  with my top layer not being smooth. Tried different infills but nothing seems to work. If I do a more detail print (longer) hour and a half vs 30 mins it seems fine but don't want it to take that long. Tried ironing but it just pushed the problem to the side. Another option was adding extra parameters but it made the rest of the print look bad. 

Any suggestions?

Increase your fill density, increase the number of top layers - or both,
