bewildered by the slicer
I want to tell the slicer which of the 5 extruders have which material. I cannot figure this out. This ought to be simple. If I try the plater button it will show the 5 extruders but the wrong material for number 5. I click on the "gear" to change the material but that gets me nowhere. I see all kinds of customization but no way to just plain change the material from one thing to another.

Do you have the device type properly set for MK3SMMU2 or just MK3S?

Where is that supposed to be set? In the configuration wizard?
I have i3 mk3s mmu2s checked, and no others. Is that what you mean?

If you have a model that only needs one filament, use the MMU2 Single Filament option
you can select the preferred nozzle size, if you select these options in the configuration wizard...
when the project starts the Printer will ask which extruder you want to use. so the same Gcode could be used with any extruder number on different occasions

My original question was about how to permanently assign the filament type to the extruder number. That's what I want to do.

There are several ways to set particular filaments,
some filaments don't bond together easily, for example PLA and PETG.
this can be leveraged to use PLA as a removeable support for PEG Models in lieu of BVOH or PVA.
In the image above I have selected extruder 3 to print the Bunny
In the image above I have selected filament 4 to print the dog...
In reality I would print these single filament models separately to save time and filament.
In the image above I have selected different filaments for different STL's that make up, this model Note, I would usually print this upside down, to reduce the size of the waste tower, this way round the waste tower would be 26mm tall, upside down the waste tower would be 1mm tall
this is the same print with a different set of filaments printed using Prusa Slicer and the Mk3S but I used Palette for this version, hence only 4 colours...

I see no reason why I have to have a .stl or any other file open. I want the printer to know what filament is on each one of the extruders. The PVA material is, by my personal decree, always going to be on extruder 5, no matter what is being printed. How can I assign that once and for all.

No.
what I am saying is that at this stage of development, to the best of my knowledge the developers are unaware of your specific requirements. and that if you take the time to pass on your ideas, they will look at the request and see whether it is worthy of inclusion in their future development plans.
Most users would set up the filaments in their preferred order and then save the information in a basic project, which they could reload any time they wished, to restore their preferred environment. unfortunately, to the best of my knowledge, I believe that you cannot save a project without including an STL
Unfortunately the available options don't seem to meet your expressed requirements.
is there a slicer that does meet your requirements?

Anything is possible with enough money. The trick is building enough features into a product that people will buy it, while avoiding expensive features that only appeal to a niche subset of buyers. When you say you "want the printer to know what filament is on each one of the extruders" and further require it to do so without any external help, you are implying a considerable increase in computing power and sensors. Can it be done? Absolutely. Are you and a reasonable number of buyers willing to pay a premium for the feature? That's the real question.
There's no harm in requesting a feature, of course. But that doesn't mean everything is practical or likely.
Or as my Texan colleague would say: "... Well, people in hell want ice water."

I may have misunderstood what you want and I don't have an MMU but if I specify 3 extuders, I see 3 entries for filament on the Plater page
. Are you saying that each entry does not have a one for one relationship with actual filament? Maybe it's different with a MMU attached.
