Im pretty new to PETG and keep getting random gaps in layers and have no idea what is causing this. Prusament PETG and standard Prusament settings.

Inconsistent top layer

The part just finished and looks to have 3 different shades of blue on the top layer?. Also on the edges it looks to be the infill you can see?. The stringing is fine i know that's just what PETG does, i just want a good looking top layer.

Filament not sticking properly?

Did you figure this out yet? Not sure about the cause (for the first layer), but I'd try lowering the live Z a tad and cleaning up your steel sheet thoroughly with dish soap before printing. Looks like filament not sticking in some places and getting dragged by the nozzle to me. Try to watch the first layer go down and when you see what actually happens you'll have a better idea of how to fix it.

Can you post a first layer calibration photo?
