Solids are printing 0.30mm too tall

I have an odd issue. I have a 10 x 10x 14mm test cylinder printed in Prusament PETG. PrusaSlicer says 92 layers, final height 14.05mm @ 0.15mm layer and 0.40mm first layer. The maths work out.

The issue is the print consistently comes out ~14.30mm tall. I see this in a 14mm solid cube as well.  I don't see this issue in hollow 20mm single wall cylinders or 20mm hollow cubes (the same cube used for extrusion calibration).

I already calibrated the XYZ using a custom M92 and my axis should be printing correctly. They were off before I added a custom M92 to slightly adjust all the axis.

I already did the extrusion 20mm test cube. Extrusion multiplier appears fine.

Cooling makes no difference.

I've tried googling around and found nothing on what could cause this issue when printing a solid but not a single wall (vase).

I did notice that on layer 86, the first layer AFTER the gyroid infill, it dumps a 0.375mm solid infill, then continues with solid infills up to layer 92 but in the slicer, the height difference between layer 86 and layer 87 is still 0.15mm. Is it normal that the infill is 0.375mm yet the perimeter of that same layer is 0.15mm?

I did some more testing.

I printed 10, 20, 30, 40, and a 50mm tall 10mm diameter cylinder. 40 and 50mm has very little error @ < 0.05mm. As a dropped to < 30mm the error jump to 0.15-0.25mm.

I'm at a loss.

I'm wondering if the heated bed is too hot and expanding the lower layers such that the first N layers are all cumulatively just slightly thicker than the cooler upper layers
