Model failing to print

I'm trying to print the following model without success. I've tried three different filaments (all PLA) but they start failing near the same time. Picture attached.

Normally I think I have my settings dialed in but can't figure this one out.

It should be printable 'though something of a test.

There are a lot of thin sections that might flex while printing so I would try slowing the print down...

But your picture also shows some layer shifting.  Check your belt tensions and make sure your drive pulleys are not slipping.

Thanks for the reply! I'm printing currently after having dried the filament. It's already doing much better. I did notice the shift on one of the attempts. I actually think he model printing got caught and caused the shift. First time that's happened. I will check the belt tension, thank you.

Figured I would post the results. I figured out what kept happening. The print head, specifically the PINDA was scraping the top layer on some of the 'legs' of the print before it closed the loops. Sometimes the the piece would break off. I also think this is what caused the layer shift. 

I took your advice and some advice from the video below. I lowered the infill speed and increased the perimeters by one. The overhangs leave something to be desired but it did print! Thanks for you help.
